Safety and Compliance
Check the record before you award the work.
This page shows three things. It shows how CLI controls the crews. It shows how CLI trains them. It shows which records CLI can supply for your review.
Safety and quality
Safety is a condition of every contract.
The safety program has six documented controls. They control how the technicians travel, how they work, and what CLI reports to the facility owner. The operating result is a 99% compliance rate.
Drug and alcohol policy
The policy is a documented condition of the safety program.
Defensive driving
Safe travel to and from the site is part of the documented program.
Personal protective equipment
Technicians wear the required equipment on site.
Work-site hazard assessment
Technicians examine the site conditions before they start work.
Monthly audits and meetings
CLI sends the minutes to the facility owner each month.
Monthly safety statistics
Each utility receives the statistics for its own contract.
Training and certification
Four stages before a technician locates alone.
All 300+ CLI field technicians complete the same four stages. No one locates alone until every stage is done.
- 01
Class and theory
A class and field program covering the theory of the locating instruments.
Classroom - 02
Physical training aids
Technicians train on telecom pedestals and on fibre, gas, and power aids.
Hands-on - 03
Exams
The facility owner sets and marks the exams. The pass mark is 80 percent.
80% to pass - 04
Supervised release
The technician works six weeks under supervision. Only then can they locate alone.
6 weeks
- WHMIS
- H2S Alive

After release
The audits continue after the training.
Training does not end the record. It starts it. Supervisors continue to audit each technician. CLI records every incident, damage, near-miss, and audit in Locatorbase.
- Supervisors audit locate performance, safety, and drawing accuracy
- CLI records all incidents, damages, near-misses, and audits in Locatorbase
- Management examines the record each month

Independent proof
2025 Utility Safety Partners Locator of the Year.
Utility Safety Partners gave CLI this award in 2025. It is an independent award for safety, advocacy, and engagement. The award applies to Alberta. CLI shows it with its Ontario municipal contract scope, because the same training and audit controls apply in all regions.
- An independent award, not a self-assessment
- Given for safety, advocacy, and engagement

CLI publishes only current records.

Procurement file
Request the records that support your decision.
CLI can supply the contract scope, the program overview, the references, and the current compliance documents.
